Animal Services is the only free admission shelter; that is, no Orange County animal (owned or found) in need can be turned away. As a result, the shelter takes in about 50 pets each day. While Animal Services makes every effort to find new homes for shelter pets, there are often more animals in need than there are homes available. This is known as the pet overpopulation problem.

The shelter should be the last resort for Orange County residents looking to re-home their pet, not the first. Animal Services can never guarantee that a pet will be adopted through the shelter, although every effort is made to do so. In the fiscal year 2019, nearly 4,000 pets were brought to the shelter. Orange County pet owners are encouraged to consider the following alternatives before bringing their pet to Animal Services.

Phone a Friend

Before bringing a pet to the shelter, Animal Services recommends contacting a circle of friends and family first. In many cases, those in the pet owner's circle of contacts may be able to keep the pet rather than abandoning it at a shelter. It is also recommended to ask for assistance through social media.

Attempted Rehoming

Problem Solving

Sometimes animals are abandoned because of health or temperament problems. Some of these problems can be solved if the owner receives some assistance. Animal Services may be able to offer assistance or refer you elsewhere, depending on the problem.

Handover to Animal Services

If the owner has explored all alternatives and is still forced to relinquish their pet, Animal Services is here to help. Orange County residents may surrender their pet at the facility by appointment. Orange County residents must present proof of Orange County residency and must be the owner of the animal. There is a $15 fee per pet to help cover the cost of care.

Please share any information about the pet's health, temperament, personality, and background at the time of surrender. This will allow Animal Services to find the ideal home for the animal.

Humane Euthanasia Surrender

Animal Services offers humane euthanasia services to Orange County pet owners whose pets are suffering from advanced age, debilitating medical conditions, and/or severe temperament problems. This service is provided anytime Animal Services is open to the public on a first-come, first-served basis for a fee of $15 per pet. Owners may not be present with the pet while the procedure is being performed. For those who wish to be present, the shelter recommends contacting a veterinarian for assistance.
